High codeine, low morphine

According to the rule, the concentration of opiate has to be >15,000 ng/mL before a prescription is required to rule it negative. In the case of codeine, because it is metabolized to morphine, do you add the concentration of codeine and morphine to arrive at the total concentration.  In the case I am currently reviewing, the codeine is 11,835 ng/mL and the morphine is 4,620 ng/mL.  In sum, these concentrations exceed 15,000 ng/mL.  This is DOT urine drug test and the individual does not have prescription.
