Under DOT rules, it is codeine OR morphine >15,000 (not the sum of the two added together) which requires donor accountability. While we forensically know that with this ratio it is codeine use and not the result of poppy seeds, morphine or heroin, the DOT standard (for simplicity and in keeping with a heroin/opium emphasis) treats the values given as a negative unless there is admitted misuse or clinical evidence of abuse.
