High morphine, low codeine

Random non-DOT test.  Positive for morphine >20,000 ng/ml.  I called the lab and they tell me codeine was present at 691 ng/ml, i.e., below the 2000 ng/mL cutoff.  They also tell me it was negative for 6-AM and positive for methadone.  The donor first admitted to having taken a family member's hydrocodone, then changed the explanation to having taken five oxycodone tablets day prior to test for a toothache.  Oxycodone and hydrocodone were not part of this test panel.  The donor's methadone treatment center verifies that he is on methadone.  Finally, the patient has a new prescription for Tylenol #3, and states he took two tablets two hrs prior to the test.  The donor denies any taking any other meds.  (Whoo!). 

Could this be an extreme reverse of the codeine - morphine ratios? Would you report it as negative due to the low codeine or confirm as positive?
