Fatal flaw with positive oxidizing adulterants

I received a federal drug test report.  It is noted as rejected for testing secondary to fatal flaw, insufficient specimen volume.  However, integrity checks also note the presence of oxidizing adulterants.  My understanding is that if there is a fatal flaw, the specimen is invalid as a whole.  Hence, does this invalidate the noted presence of the oxidizing agents?  Your recommendation would be greatly appreciated.
