They do make non alcoholic cough medications that are widely available. Perhaps the employer could state that while working (as I am understanding that these tests are given during working hours) the employee only uses such preparations. Why would one want to use one that contains alcohol during working hours and risk the side effects of alcohol anyway? That, or why not just bring the bottle with like you would do with a valid prescription if the occasion were to arise.
