Is phenobarbital metabolized to butalbital?

Will phenobarbital metabolize/breakdown to butalbital? I have a donor with a positive test for butalbital at 365ng/ml. The only source of barbiturate she can produce is Donnatal. I don't think that is the source of butalbital, just wanting to get some confirmation.
