Hello everyone. I've been asked this question by the program manager. Any help would be appreciated as I've never come across anything similar.

The occupational medicine staff tell me that they have been experiencing urine donors tearing seals as they write their initials on them on the bottles.  The staff feel this is intentional at times.  I guess the reason for doing this is either anger at having to do the test or a way to prolong the time in the clinic, since the staff have to get a new custody and control form and fill it out and put new labels on.  The question to me was, if the donor is doing this intentionally, is this a refusal?  I don’t see anything in the regulations or guidelines. Thanks.
