Donor left for an emergency.  Refusal to test?

DOT random test.  First specimen: Temperature out of range (specimen 106 degrees, donor's temperature 97.8 degrees).  Asked to provide a second specimen.  He was asked to wait in donor area until ready to provide second specimen.  While waiting (about 10 minutes), the donor stated he had chest pain.  (I might also have had chest pain knowing what he probably knew!)  The paramedics were called and he was taken to Emergency Room, evaluated, and released.

Is this a refusal?  It the test cancelled?  I would like some input and if the regs cover this. Thanks.
