What can I say? Dr. Steve is my Daddy!
The previous posting by Dr. Steve correctly points out that (in June 2004) DOT issued a Q&A that tells MROs that inability to find a second lab to reconfirm is treated like a failure to reconfirm, and is thus reason for cancelling the test.
I had addressed this scenario in the October 2003 MRO Update, where I suggested that reconfirmation at the same lab could be an option, albeit not one addressed in 49 CFR Part 40. I repeated that advice here, on this Q&A board, earlier in this thread. I now realize that advice became outdated (wrong) once DOT issued its June 2004 Q&A. I don't think I was necessarily wrong in October 2003, since no conflicting policy or guidelines had been issued, no precedent had been set. But, DOT then issued its Q&A with different advice. DOT's advice is authoritative. (DOT is my Daddy, too.)
