Regarding the random testing requirements for DOT FMCSA: I know random tests have to be conducted at a rate of 50%. But, what if the numbers of employees fluctuates throughout the year. At the university, the CDL drivers are mainly students who work on and off. Is the number of staff determined by the number of employees on Jan 1 or Dec 31, the highest number of employees, the average, etc.? Thanks so much. Happy holidays and New Year! Jeff
