For the purposes of hitting your minimum annual rate, base your number of tests on the rate and the average size of your pool. For example, if on average you have about 100 people in the pool and test at a 50% annual rate, then you will try to conduct at least 50 tests a year. You'll actually want to test at a rate slightly higher than the minimum, so that you can better assure that you hit the minimum, given that some tests inevitably are missed because the people selected are on vacation, or they have left employment and have not yet been removed from the selection pool.
