Hair testing

I recently informed a suspected employee they would need to take a hair analysis test. Before the test, they cut their hair extremely short, which I think was in an effort to alter the test results. I am under the assumption that the length of hair has a direct correlation with how far back the test will be able to detect. Do drugs only enter hair when they are used and stay in that spot in the hair, like a time line, or would they stay active and be deposited into the hair for a lengthly period of time?
