CLIA and CAP laboratory certification

As hospital Employee Health Director and MRO, I have been in charge of pre-employment, post-accident and return-after-leave-of-absence drug testing.   Our new lab director states that our POCT testing (collected under DOT guidelines by certified collectors and used for pre-employment with non-neg's sent for confirmation) should not be done until the correlation with the hospital lab "drugs of abuse" testing is done.  Out of 30 tests we performed on samples he sent to us, 4 had differences, so he does not want us doing these tests.   Different drug level cut-offs explained two false-positives.  I have given him documents showing that workplace drug testing is not governed by CLIA but he insists to be a CAP certified lab he must not let us do this "legal" testing.  Can you guide me on this issue?  Does workplace drug testing using POCT fall under the governance of the College of American Pathologists (CAP)?
