A pilot presented for a random urine drug screen and provided 15 cc of urine. When told that it was not an adequate speciemen and that he would have to wait to provide another, he stated that he didn't have time to wait and left. He had been informed that this would be considered a refusal to test but left anyway. The DER was informed but wanted our facility to "consider that a non-event" and retest. Any comments?
