my simple suggestions:

1) consult other knowledgeable individuals for concurrence with your assessment

2) work your way up the chain of command at the DOT

3) approach your state senators or congressional representatives

4) stick to simple verifiable facts as allegations of this sort could raise the counter allegation of slander of libel.
