Submit the DOT test. Appropriately report the non-DOT event (and include a comment that the DOT test was completed and is pending), and later report the DOT test result in the usual appropriate fashion.
They are separate - treat them separate. The rest is up to the company I posted in Jan 06 "time frame..." that some employers are now using this method to bypass "stand down" provisions - their test, their policy versus the DOT test, DOT policy due to liability concerns - separate. This may be the case here
