Differentiating new marijuana use from residual drug excretion

In serial urine drug screens (ordered by a SAP) that repeatedly come back positive for low level of marijuana metabolite, is there any literature that discusses when one would definitely attribute persistent low levels to ongoing use?  We have persistent low levels from August 2006, in the range of 100-200 ng/ml.  Thanks.
