DOT has not created a process by which individuals can be exempted from its drug and alcohol testing rules, nor has it created within its rules a permanent waiver or other process by which individuals can bypass the test requirement. I think it would be a complex process to determine which individuals are permanently (or temporarily) unable to urinate, and when each person's ability to provide an adequate urine specimen should be reassessed. In its own way, the current rule does that, albeit by starting at square 1 and requiring that the (rare) non-urine-producing individual go to the collection site (for that rare random selection, e.g., once every two years) and sits there for three hours.
