Substituted AND cocaine-positive

I have received a specimen that the lab reported as substituted but also positive for cocaine. I am preparing for the donor interview now. Assuming that there is no unexpected disclosure during the interview, how would I report this result?

a. refusal to test because substituted

b. refusal to test because substituted and positive for cocaine

c. positive for cocaine

I favor "a," but I am just thrown by the positive for cocaine reading.
