California also has a state law about reporting of positive drug test results. I have copied and pasted part of this law below. There is no identifiable information for the individual who tested positive, and I am told it is used only for statistical purposes.

Motor Carriers and Drivers: Controlled Substances and Alcohol Use Testing

V.C. 34520. (c) Any drug or alcohol testing consortium, as defined in Section 382.107 of Title 49 of the Code of Federal Regulations, shall mail a copy of all drug and alcohol positive test result summaries to the department within three days of the test. This requirement applies only to drug and alcohol positive tests of those drivers employed by motor carriers who operate terminals within this state.
