West Virginia has just passed a law that makes it a crime to adulturate or to attempt to manipulate a drug screen or specimen, this would include dilute although it would be very very hard to prove that someone drank too much water on purpose. I do send any specimen to the lab that is positive or any that I have reason to believe may be adulturated or diluted. Our courts generally take exception with any that come back as abnormal from the lab.
