Swotinsky is of course correct - the MRO should report. An explanatory reference for what you seek is U.S. DOT's Urine Specimen Collection Guidelines, 2006, Section 10 at the following link: http://www.dot.gov/ost/dapc/testingpubs/200612_urine_guidelines.pdf. I believe that in the railroad guides it is section .203. Remember the MRO does not get involved in disputed collection site issues nor as here issues which don't affect the validity of the result.
