Since tampering is the most likely reason the following information is offered:
1) When the temperature strip failed to register a temperature above 90 the collector poured the specimen into a second cup in the presence of the donor and the second strip also failed to register above 90;
2) See 1. And the collector , who has performed in excess of 14,000 collections, also said that the cup did not feel "warm to the touch" which gave him cause to be extra careful in his procedure;
3) The collector stated that the specimen was delivered by the donor within 3 minutes of the donor entering the stall;
4) The collector used cups from the same package that contained cups that had registered acceptable temperatures from donors who tested prior to the donor who produced the cold sample;
5) The donor produced enough volume of urine to meet the minimum volume standards; Further, the donor did not go directly to the test site after being given directions to report. He/she was observed coming out of a restroom facility where he/she maintained a locker between the time that he/she was advised to report for testing and the time of actually reporting.
