Whether or not to comment is your prerogative.  I don't see "clear" urine as a "should" comment, as the laboratory has clear (pun only partially intended) guidelines and controls for dilute specimens.  An aside is that while non-DOT, testing for the Dept of Health and Human Resources (government entity) is probably still subject to DOT similar "mandatory guidelines" for federal drug testing (except for those who rights are subrogated e.g. court ordered, felons, etc.)
