I can safely answer your question about random non-DOT testing in general by stating, "It depends." Non-DOT testing is predominantly pre-employment testing, with reasonable suspicion, post-accident, and random testing making up a much smaller fraction.
Here is what you need to know: Under Connecticut's general statutes, non-DOT random testing is prohibited except for employees working in positions designated as high-risk or safety-sensitive by the Commissioner of Labor, or in conjunction with an employee's voluntary participation in an EAP.
