Can a union representative be present during the collection process?

Can a union representative be present during the on-site collection process for a random non-federal (municipality) drug screen? My concern is that the collector would be in the potential situation of "two opinions-to-one" if the donor later claimed there was a problem with the collection process. Also, there might be a potential intimidation factor.

I would have no problem with the union rep meeting the individual, but once the collection process commences would feel more comfortable with the donor and collector being the only two people present.
