Can poppy seed ingestion cause positive hair tests?

I have an employee with a hair test positive for both morphine and codeine using confirmation cutoffs of 500 pg/mg.  He says that about 6 weeks prior to testing he was using poppy pods for pain as he had no health insurance.  Is this a plausible explanation?
