Who owns the lab result?

I'm not sure if this is an appropriate question for this site, so please pardon me if it should not be addressed here. Sister "A" pays for a drug screen for sister "B" as part of an ongoing child custody case with the stipulation that Sister A also gets the results.  Sister B takes the drug screen, but will not sign a release to Sister A.  Since Sister A paid for the test, does A own the results?  If A owns the results, can B legally release her results?
