Expired photo ID

For identification purposes, we consider a valid photo ID one that has not expired.  I was told in a training that this should always be the case. Do you agree?  If yes, then when someone brings an expired photo ID,  what else would you recommend other than the caseworker or manager/supervisor identifying the patient?
