George, you offer your opinion that notifying the DER of a donor who needs to contact the MRO (because of a lab-positive result) is a "weakness" in the procedure because it may adversely affect the employee.   I think you should also acknowledge that this process has certain benefits.  For example, it helps MROs get in touch with donors.  It may prompt the employer to remove the employee from safety-sensitive work pending resolution of the drug test -- this has potentially important public safety implications.  The process won't please everyone.  But, can you suggest and defend a better alternative approach?
