When does the clock start ticking?

A donor presents to the clinic for a DOT random drug test and his first attempt is insufficient volume, so he is given the instructions and proceeds to drink.  The second attempt is sufficient volume but temperature-out-of-range.  The first specimen is packaged up for shipment and a second collection under direct observation is conducted but results in an insufficient volume.  For this second, directly observed collection, does the clock keep ticking from the original insufficient specimen or does it restart with the second, directly observed collection when the donor produced an insufficient specimen?  Thanks in advance for your help.
