I agree with Steve. But note that this question was indirectly raised in a 2007 thread http://www.occ-doc.net/_disc6/0000004f.htm.  I opined that a "new three hours" started at the need to switch into "new collection" mode under direct observation mode under 40.65(b)(5) (i.e. point of cold specimen - an insufficient specimen alone is of course still original clock.)  My premise was that an "innocent" donor might legitimately need that three hours after providing the "suspect" specimen.  HOWEVER it is not clearly spelled out in the regulations and MANY objected and begged to differ largely because it could draw collection time out to a potentially awful six hours.  Their rationale was that it represented a single collection event warranting a single three hours.  Fortunately, this scenario is rarely played out long enough to beg the question.
