Cold specimen, 2nd test not performed

Non regulated test for other reasons (Social Services). Collector only did one collection and marked temp no and even made notation in the remarks that it was a cold specimen. Test came to us as a positive for cocaine. Even though a second collection was not performed, is this test valid?
