There is an excellent DOT/FMCSA resource on the FMCSA website that provides formulas and guidance on computing random rates and managing driver pools.  It comes straight from the horse’s mouth – “Implementation Guidelines for Alcohol and Drug Regulations in Highway Transportation.”  See Chapter 5.  Here is the link: http://www.fmcsa.dot.gov/rules-regulations/topics/drug/drug.htm
