Codeine, hydrocodone, norhydrocodone

I have a non-DOT urine positive for hydrocodone 1538 ng/mL, norhydrocodone 1177 ng/mL.

Donor provided documentation for codeine-containing cough syrup. Denies any other narcotics.

Called toxicologist: codeine 906 and morphine 74.

Thoughts? I recall hydrocodone is a minor metabolite of codeine. So, shouldn't the metabolites in this case be less than the parent drug?
